1) Environmental Engineers

Job Summary

Provides advice on current or draft published UAE regulations, ADNOC Group guidelines & ISO standards related to Environment & Pollution control. Develops Environmental Control Procedures, Work Instructions & Specifications. Organizes & delivers environmental awareness & related training programs. Is responsible for direction on environmental evaluation, inspection, investigation and testing activities. Conducts HSE auditing programs.

Work Performed

  • Provide advice on Environmental related aspects for current operations as well as for new projects on Environmental Compliance to regulations, guidelines & ISO requirements.
  • Develops Procedures, Work Instructions & Specifications for Environment / Pollution Control & Wastes Management.
  • Conducts Environmental awareness & training programs for Health & Environmental Impacts Assessment & Control, Wastes Management, Environmental Monitoring, Chemicals Handling/Control and Radiation Safety.
  • Conducts HSE&Q Audits, prepares internal audit reports & corrective action plans. Supervises corrective action plan development and ensure implementation.
  • Conducts and / or directs Environmental Monitoring / testing activities to determine environmental impacts & compliance with guidelines / specifications.
  • Maintain & track environmental data, provide compliance reports & investigate non-compliance incidents. Advise Management for continual improvement of Environmental Performance of the Company. Preparation of Environmental Performance report for submission to Regulatory Authorities / ADNOC.
  • Provides advice / assistance on waste transportation, storage, handling, reduction and disposal. Prepare minimization strategies.
  • Prepare detailed reports & presentation on environmental status / environmental investigations to Management. Consults with Operations to formulate recommendations for remedial actions to be followed.
Qualifications

-       B.Sc Degree in Environmental Engineering or Chemical Engineering or equivalent
-       Minimum 5 years experience in petrochemical / cracker / polyethylene / polypropylene plants.
-       Analytical thinking, problem solving with excellent communication skills in English

2) Safety Engineer

Job Summary

Develops and directs health, safety, and loss control program in the plant. Provides advice and assistance on safety and health aspects to Plant Departments. Participates in hazard studies of new projects designs and plant modifications to identify hazards, and recommends remedial actions. Recommends procedures for protection of personnel, equipment, materials, Conducts hazard assessment studies; prepares and delivers safety training align with HSE&Q Development.

Work Performed

  • Develops and monitors the plant loss control program such as accident prevention, hazard analysis and inspection program;
  • Analyses accidents and recommends actions required to update the program to minimize recurrence. Follow up the status of the actions & recommendations;
  • Contributes to the development of plant safety, health & environment programs and ensures the availability of safety manuals, hazardous area instructions, safety materials, safety publications and posters, etc. Identifies area of unsafe working conditions and recommends improvements;
  • Prepares and updates the safety inspection checklists and schedules for surveying plant facilities for assessment of hazards and pinpointing corrective actions. Includes identifying hazards, preparing action plans and following up on their implementation, evaluating results and presenting findings to the section head;
  • Proposes the specifications of safety equipment and materials to meet the protection requirement needed in the plant. Revises purchasing standards to ensure equipment and material purchased meet applicable safety codes and conform to the latest technology;
  • Recommends preventive maintenance programs and associated procedures to ensure safety equipment and installations are kept in optimal operating condition, follow up of these programs;
  • Participates in studies of new projects and modifications. Reviews specifications of equipment and materials on site to ensure that safety and fire requirements are included;
  • Participates in the HSE Plant, accident / incident investigation, and safety surveys, safety audits.

Qualifications

-       B.Sc Degree in Chemical Engineering or equivalent
-       Minimum 8 years experience in international HSE standards, codes and work         practices/procedures in oil/gas and petrochemical applications
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

3) Industrial Hygiene Engineer

Job Summary

These are some Basic Function of Industrial Hygiene Specialist: full support to Occupational Health Specialist activities; prepare and delivery training material for Industrial Hygiene Concern, deal with Engineering Design for Occupational Health Hazards in order to have Engineering Control, review and analyze PPE type for Occupational Health Hazards concern; lead the Chemical Control Activities to make sure that all the chemicals are using in properly manners.

Work Performed

  • Direct responsible for doing occupational health monitoring and measuring on regular basis base on approval schedule; such as: noise level monitoring, gas concentration monitoring, ergonomic assessment, heat stress assessment etc.
  • Act as moderator and record keeper in Occupational Health Working Team meeting and activities.
  • Lead the process of chemical control activities together with environmental specialist & Borouge chemical coordinator in each function.
  • Control, manage and update the chemical data base.
  • Promote working safely with chemicals by leading safety campaign and sharing MSDS Resume to employee and contractors.
  • Work together with Marketing Function on producing MSDS of Borouge Product.
  • Deal with engineering design for improving high risk occupational health hazard that occur in Borouge activities; that need engineering control concern.
  • Manage and maintain of all OH data base and records; act as OH document control.
  • Keep and maintain of all OH monitoring equipments & instruments such as: Sound Level Meter, Gas Detector, Heat Stress Measuring Meter (Wet-Dry Bulb).
Qualifications

-       B.Sc Degree in Engineering or relevant disciplines
-       Minimum 8 years work experience in oil/gas or petrochemical environments
-       Knowledge in Occupational Health & Industrial Hygiene methodology by participated on OHSAS         18001 OHSAS certified with study
-       Knowledge in equipments related to Industrial Hygiene (e.g. Noise dosimeter)
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

 

4) HSE & Q Development Engineer / Specialist / Team Leader

Job Summary

  • To give technical support to assure implementation and improvement of Management Systems (HSEMS, ISO’s).
  • Set up strategies and KPI’s “To be recognized as a leader in HSE&Q Performance in Petrochemical Industries”.
  • To provide expert advice to all areas focusing on HSE&Q relevant matters to develop and improve performance, behaviors and safety practices.
  • Develop, deliver and implement suitable training programmes align with L& D Department for employees and contractors

Work Performed

  • Giving technical support for ADP & Borouge Pte in all issues;
  • Focus on Safety Behavior to improve / assure good safety practices applicable to Borouge;
  • Support in setting HSE targets, development and stewardship of implementation plans;
  •  Acting as a facilitator and team worker to develop and implement HSE Management System in all Borouge organization;
  • Pursue the transfer of the vision “To be recognized as a leader in HSE&Q Performance in Petrochemical Industries” into HSE Management System;
  • Set long and short term targets and strategies for HSE&Q through surveys, trend analysis and following recommendations
  • Propose and implement new tools to assure flexibility and visibility to HSE (KMS, Synergy, Hazard software, etc);
  • Assure continuous improvement of team performance and team building;
  • Delivery solutions based on internal / external cross learning’s;
  • Performs other similar or related duties including training HSE team to improve skills and safety behavior.
  • Develops, prepares, reviews, issues and updates the Company safety regulations, codes of safe practice, safety manuals plans and procedures, emergency plans and procedures (together with Fire & Rescue Team Leader), incorporating UAE statutory requirements and recognized international standards.
  • Plans, supervises and coordinates major safety audits for the Plant, prepares terms of reference and guidelines for members of the safety audit teams and monitors compliance with safe-work policies and procedures.
  • Develops, together with Crisis Management Specialist, contingency plans and emergency procedures for control of major incidents, discusses with the plant concerned, and submits for Management approval.
  • Initiates and advises on implementation of safety awareness campaigns and safety incentive schemes in collaboration with the plants to promote safety consciousness among employees.
  • Investigates and / or reviews plants’ reports on major accidents, environmental incidents, occupational health and safety near miss situations and submits findings and recommendations to Management to prevent recurrence.
  • Develops, deliver and implement suitable training programmes align with L& D Department for employees and contractors.
  • Assure / prepare related training material.
  • Keeps abreast of latest developments in the field of HSE and advises Management accordingly.
  • Develop studies for implementation and improvement of HSE Management Systems.
  • Develop studies for implementation and impriovement of HSE&Q tools (softwares, techniques).

Qualifications

-       Bachelor's degree in Chemical Engineering or equivalent
-       Minimum 12 years experience in safety, fire and environmental protection and fire insurance work,         preferably in oil/gas or petrochemical industries
-       At least 5 years in senior supervisor level position
-       Knowledgeable with acceptable international HSE standards, codes and work practices/          procedures in oil / gas and petrochemical applications.
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required
-       Leadership capability in a multi-cultural, multi-national workforce.

 

5) Fire & Water Protection Specialist

Job Summary

Responsible to develop studies regarding to fire prevention at the plant during project phases, construction, commissioning and normal operation. Ask for changes for the maintenance and upkeep of the fire station and fire fighting equipment and applications including structural fire resistance, detection and suppression systems, egress systems, alerting systems, secondary power supplies, elevator systems, smoke management systems and limitation of combustibles. These features must all work together as a system to protect life and property, and to preserve continuity of operation.
Assures that these requirements are met in a timely, cost-effective manner according to local and international standards.

Fire & Water System Engineer by education and experience has developed an understanding of Fire safety science. This understanding can be focused in a variety of areas of fire protection including, but not limited to, water based suppression, waterless suppression, detection or fire alarm system design, or areas such as fire growth and development (fire dynamics). In either case uses this knowledge as a basis for fire protection decisions.

Work Performed

  • Participate on investigations of fire emergencies incidents involving company and contractors’ properties and provide appropriate recommendations as necessary. Analyses causes, determines preventive action to reduce these occurrences. Follows up on action plans to improve prevention skills measures in the plant.
  • Sets up and oversees instructions related to the maintenance of fire and emergency equipment including periodic check and actual testing of fire protection systems spot-checks work activities on such equipment to ensure correct operation and initiates further work as necessary.  Ensures that effective maintenance records are kept and updated for equipment under his control.
  • Assists, from the point of view of fire prevention and protection, in reviewing designs and proposals for new work methods or installations in the plants. Discusses with the originator and passes on comments and advice as necessary to his immediate manager.
  • To conduct technical review of fire protection and detection systems, continuous review on the status of the fire water systems including fire pumps.
  • Conduct philosophical and technical studies on fire water systems overall status including the reliability , and maintenance of fire water lines, valves, hydrants, dry riser, deluge, sprinkler systems and advise for any changes or improvements.
  • Conduct periodic audit in fire fighting systems align with other departments / functions. Participate on Insurance audits and follow up of recommendations.
  • Advise Plant Availability team on appropriate codes and practices.
  • Provide training or familiarization to all for the operation principle; familiarize and assist fire team and Plant Availability team on technical issues.
  • Benchmark with similar operating plants.

Qualifications

-       Bachelors degree in Engineering or equivalent
-       Minimum 10 years experience in fire, safety and emergency matters preferably in a similar industry.
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

 

6) Crisis Management Specialist

Job Summary

Provide technical guidance and lead the co-ordination of all activities relating to Crisis and Emergency Management (CEM) providing assurance to Borouge Management of facility, equipment and personnel readiness.

Work Performed

  • Provide guidance to Fire and Rescue Team Leader to ensure continual improvement in all Fire and Rescue activities which is an essential component of the overall Borouge crisis and emergency response capability.
  • Responsible for the development and maintenance of all CEM documentation, in accordance with ADNOC Codes of Practice and relevant country legislation relating to all aspects of the Borouge business, including Ruwais, Abu Dhabi and Pte. Locations and activities.
  • Single Point of Accountability (SPA) with respect to CEM for all Project developments.
  • SPA on behalf of Borouge for interfaces with REFMAC, Mutual Aid Organizations, External Bodies and Third Party Companies for all CEM activities
  • Represent Borouge on the ADNOC Crisis and Emergency Management Sub-Committee.
  • Identify competency criteria for all roles that form an integral part of the Borouge CEM Teams and provide technical assurance for suitable training materials, and where applicable assessment criteria in order to deliver required competency; work in conjunction with the Learning and Development department to support the delivery of such trainings.
  • Prepare and manage an annual calendar of CEM exercises and drills in order to test and assure the Borouge Management Team of our CEM readiness.
  • Provide guidance and manage overall the on-call rota system associated with the Incident Management and Crisis Management Teams.
  • Provide the technical expertise required during the investigation of all emergencies related to industrial incidents involving company and contractors’ properties. Analyze critical causal factors pertaining to identified failing in the associated emergency response, determining preventive action(s) to reduce these occurrences. Accountable to follow up all resulting actions relating CEM.
Qualifications

-       Bachelors Degree in Engineering or equivalent
-       Minimum 10 years experience in similar field
-       Strong knowledge of the Incident Command System (ICS)
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

 

7) Occupational Health Specialist

Job Summary

Occupational Health Specialist have some Basic Functions for promoting occupational health activities and preventing occupational illness diseases occurs in day-to-day Borouge activities, as follows:

  1. Setup occupational health goals & objectives for the company,
  2. Setup occupational health program,
  3. Setup occupational health training material,
  4. Setup & lead occupational health working team,
  5. Lead and manage the implementation of occupational health program,
  6. Develop occupational health data base and records,
  7. Create occupational health management system that directly in-line with Borouge HSE Management System.

Work Performed

  • Setup occupational health goals & objectives; deliver strategy for achieving those goals & objectives.
  • Responsible for full implementation of occupational health program in day-to-day Borouge activities base on approval occupational health program.
  • Create occupational health management system documents such as: guideline, procedure, check-list, references and deliver all the system to Borouge employee & contractors. .
  • Setup occupational health training program include training material, training matrix, and act as trainer as well.
  • Lead the activities of Occupational Health Working Team and make sure that the members will become OH Champion on their respective area.
  • Setup & lead OH Function in HSE&Q Function Department; detail with job descriptions and specific target & objectives for each position.
  • Develop a risk assessment (Health Risk Assessment) to determine the potential exposure to and routes of absorption of any agent hazardous to health and control measures to reduce or mitigate the risk.  This task should be done together in Occupational Health Working Team.
  • Lead and manage occupational campaign session to optimize the process of increasing employee and contractors’ awareness in occupational health concern.
  • Work together with HSE Core Team for submitting HSEIA Report to ADNOC.
  • Work together with HSE Function Team to make sure that all Audit Finding from several processes (ADNOC, Surveillance, Internal etc) are following up and making sure to close the status.
  • Establish the monitoring working condition program for some chemicals parameter that related to health hazards to make sure that all parameters’ in ALARP.
  • Establish occupational health walk-observation tour integrated to Safety Observation Tours to control and manage all occupational health hazards that occur in working area.
  • Active participation in Occupational Health Technical Committee among ADNOC Group as well as Borealis Group.
  • Develop & maintain occupational illness statistic & occupational health data base, this should be working closely with medical coordinator-HR.

Qualifications

-       BSc Degree in Engineering or equivalent
-       Minimum 10 years experience in safety emphasis on occupational health program, preferably in a          similar industry.
-       Experience in Occupational Health & Industrial Hygiene methodology by participated on OHSAS         18001 OHSAS certified with study
-       Very good communication skills
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

 

8) Quality Management Specialist

Job Summary

  • To give technical support to assure implementation and improvement of Management Systems (HSEMS, ISO’s).
  • To provide expert advice to all areas focusing on HSEMS & Quality to develop and improve performance.

Work Performed

  • Provide support to implement / include Quality and Environment Management System.
  • Responsible for planning and conduct the internal quality audits and present internal audit report.
  • Follow up action plan from all audits (insurance, owners, ISO, etc) to assure that action plans and recommendations are in place.
  • Higher focus and priority on “Continuous Improvement” through HSE Management System.
  • To undertake management system development tasks, particularly in relation to administrative and managerial processes.
  • To undertake quality and other management system audits.
  • To support all areas in the maintenance of the HSEMS, managing the approval and issue of procedures, specifications, etc.
  • Responsible to prepare management reviews for the HSE MS.
  • Provide training in Quality system on required basis.
  • Align Borouge System with ADNOC System.
  • Responsible for develop new tools / concepts to improve HSE MS performance (Six Sigma, PDCA, TQM, Cost of poor quality, etc).
  • To deliver presentations, toolbox talks and short training on quality and management system issues including induction training.
  • Evaluate the companies existing system against the international standards requirements and present gap analysis report.
Qualifications

-       Degree in Engineering or equivalent
-       Minimum 8 years experience in auditing management systems and quality assurance, preferably         as Lead auditor status (ISO9000 and 14000)
-       Good negotiation skills      
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.

 

9) Fire & Rescue Supervisor

Job Summary

Supervises the Plant Shift Fire fighting and Rescue Team and responsible for the readiness to respond to an emergency call with all available resources mobilisation. Responsible for safe on scene incident recovery operation of fire section and report to on scene commander to assist him for incident management. Responsible for maintenance and inspection of assigned fire systems and equipment, carryout in-house fire fighting training for the fire crew and the TRT team as per the company Training matrix. Carryout the functions of the Fire & Rescue Team Leader in case of emergencies till his arrival as per the Plant Emergency Plan. He reports to Fire & Rescue Team Leader on his line of duty.

Work Performed

  • To assure the reliability & availability of all FRP Facilities. & communication means and fire call points.
  • Directs and supervises the activities of assigned personnel in the Fire & Rescue Team. Performs supervisory functions at the level established by management for the position.
  • Manage and supervise the Plant Fire Fighting and Rescue Team and fire control room operations of his designated work shift. He is responsible to maintain the readiness to respond to an emergency with all available resources in house and safe deployment of crew and equipments at an incident.
  •  Responsible for the daily direct supervision of fire section, trainee fire attendees, fire control room attendees and other officially attached temporary staff for their deployment and all assigned activities. 
  • Responsible to carryout inspection of all portable fire fighting equipments and fixed equipment and installations and initiate maintenance request in SAP system, and develop department maintenance program, Keep update records of all such test and maintenance in fire station.
  • Ensure adequate stocks of fire and emergency inventories, including stocks as planed and any additional safety appliances or equipment.  Raises requisitions and purchase orders for the replenishment of existing stock or for special order requisitions in coordination with fire chief.
  • Provide on request by other department and participate and supervise job watch activities.  Includes arranging of the standby of fire watch personnel participating in actual job watch at site, for any critical activities that is carried out in plant in coordination with operations.
  • Develop and carryout out the fire fighting and rescue training for upgrading the performance of the TRT and operation Shift Group Staff, Operations, TRT squads and the nominated Contractors.
  • Safe handling and use of all emergency service maintenance systems available in fire station, including of breathing apparatus testing and maintenance and ensure the capability of shift personnel to handle it during an emergency.

Qualifications

-       Degree in Engineering or equivalent
-       Minimum 8 years in fire and rescue fields
-       Analytical thinking, problem solving, with excellent communication skills in English

10) HSE Trainer

Job Summary

Develops trains and coaches various personnel in HSE&Q Function and other Functions to reach the required standard of job knowledge, skill and abilities to fulfil their assigned functions in a safe, efficient, cost effective and reliable manner. Analyses training needs, prepares training programmers, conducts classroom lectures and testing for groups and individuals, follows up on their progress and reports accordingly to Management. Prepares training budgets.

Work Performed

  • Prepares, facilitates and implements training programs align with L & D for Borouge personnel to meet the present and future needs in co-ordination with HSE&Q Development Team Leader, HS Department Manager, Fire & Rescue Team Leader, HSE Coordinators (from Other Functions).
  • Conducts classroom training utilizing simulators, manuals, drawings, etc. and carries out on-the-job training for personnel to achieve high performance and to meet objectives in career development.  Provides special assistance to trainees / developees lacking expertise in specific fields.
  • Prepares updates and revises the various training manuals, modules, drawings and provides the necessary material required for training and upgrading of individuals.  Identifies equipment and material requirements and prepares plans/budgets.
  • Develops the various tests and means for evaluation of standards attained by all trains and certifies them in conjunction with appropriate management personnel.
  • Maintains comprehensive records and training / career history for all personnel of the function.
  • Coordinates with L & D and other Functions as required, obtaining and utilizing their expertise and assistance in fields outside his own.
  • Organizes orientation programs and plant visits for new employees and visitors.
  • Develop & maintain the HSE Training materials / tools in HSE library.
  • To update & introduce new effective approaches and Techniques in HSE Training.

Qualifications

-       Completion of Technical Secondary (12 years) education     
-       Minimum 8 years in the field of HSE
-       Plus another 3 years in HSE trainings
-       Certified as HSE trainer
-       Analytical thinking, problem solving, with excellent communication skills in English
-       Computer skills required.
